Connecticut’s Secretary of State Slammed for Ethics Violations and Inaction as Voter Roll Chaos Persists

Fight Voter Fraud, Inc., a nonpartisan 501(c)(4) nonprofit dedicated to safeguarding election integrity, has
filed a complaint with the Connecticut State Elections Enforcement Commission (SEEC) against Secretary of the State Stephanie Thomas and numerous Registrars of Voters. The complaint accuses Thomas of egregious ethics violations and willful inaction in addressing rampant irregularities in Connecticut’s voter rolls, undermining state and federal election laws, including the National Voter Registration Act (NVRA) of 1993.

The complaint, backed by exhaustive evidence, exposes systemic failures in maintaining accurate voter rolls across Connecticut’s 169 cities and towns.

Key allegations include:

• Ethics Breaches and NVRA Noncompliance: Secretary Thomas has failed to enforce mandatory voter roll maintenance, neglecting her oath of office and violating Connecticut General Statutes (e.g., Sec. 9-35, Sec. 9-21a, Sec. 9-32) by allowing deceased voters, nonresidents, and duplicates to remain on rolls.

• Deceased Voters Ignored: As of June 2024, 524 deceased voters linger on voter rolls in 56 towns, some active or inactive for up to 20 years post-death, despite certified evidence provided by Fight Voter Fraud, Inc. since July 2022.

• Inactive and Duplicate Voters Unchecked: Over 181,000 voters who haven’t voted in four or more years remain on active lists, and 158,980 inactive voters exceed the mandatory four-year limit for removal to the “off” list. Additionally, 4,897 voters are double-registered, with 105 illegally voting twice between 2016-2022, including 15 across multiple states.

• Registrar Certification Neglect: Numerous Registrars lack mandatory certification or required training hours (Sec. 9-192a), with Thomas failing to enforce compliance.

• Canvassing Failures: Registrars have not filed ED-632 canvass forms, essential for voter eligibility verification, as required by Sec. 9-32, with no oversight from Thomas.

Since 2022, Fight Voter Fraud, Inc. has tirelessly supplied Registrars and Thomas’s office with certified evidence, including binders and thumb drives containing obituaries, National Change of Address (NCOA) data, and Social Security Death Index cross-references. Shockingly, over half of Connecticut’s Registrars ignored Freedom of Information Act (FOIA) requests, and Thomas has taken no meaningful action to rectify the documented issues.

Linda Szynkowicz, Founder and CEO of Fight Voter Fraud, Inc., declared, “Secretary Thomas’s inaction is a betrayal of her oath and an ethical disgrace. We’ve handed her evidence of deceased, nonresident, and duplicate voters, yet she refuses to act. Connecticut’s voter rolls are a mess, and her failure to enforce the law jeopardizes election integrity. We demand accountability now for ‘One Vote for One Legal Voter.’ ™

The complaint notes that Fight Voter Fraud, Inc. has alerted Governor Ned Lamont and other state and party officials. Certified letters and detailed data were sent to all 169 cities and towns, yet noncompliance persists.

Fight Voter Fraud, Inc. urges the SEEC to rigorously investigate Thomas’s ethics violations and inaction, holding her and noncompliant Registrars accountable. The organization also offers to partner with the Secretary’s office and Registrars to implement solutions, such as using the Department of Homeland Security’s SAVE program to verify citizenship and remove noncitizens from rolls.

“Connecticut’s electors deserve better than excuses and ethical lapses,” Szynkowicz added. “We will not stop until our voter rolls are clean and our elections are secure.”
